Capabilities
Mr. Bootman's experience in systems engineering covers over 30 years and focuses mainly on telecommunications. His experience is from design specific of circuit packs; systems engineering for large / complex switching equipment; both USA and European transmission systems; strategic planning for networks as well as corporate growth. He participated in the earliest standards for fiber optics systems in the USA (1980s) and later working on ITU standards for international fiber optics systems. Design experience also included voice processing such as digital echo cancellers.
Systems Engineering
Systems level design of large switching and transmission equipment. The emphasis is on the "hardware" aspect of systems and covers everything from such aspect of lightning protection of facilities to detailed internal functioning of switching and transmission equipment to issues such as mechanical and thermal considerations for large equipment.
Lightning Protection & Grounding
A long time ago in telecom, switching technology revolved around electro-mechanical implementations. As the industry advanced from the 1960/70's into the 1980s and beyond, we in telecom came into "intimate" contact with lightning and its destructive forces. The industry had to come up with solutions to protect the increasingly more sensitive electronics. Our experience at Eclectic Consulting comes from this era.
Our lead engineer in this field has several years experience in industrial level installation in both Argentina and Bolivia. This experience coupled with his engineering education (Bolivia) gives us a very practical "hands on" capability.
We offer services of lightning protection & grounding engineering based on international standards, primarily NFPA 780 and IEC 62305. We do testing (ground resistance), installation, supervision of construction and post test of grounding and bonding. We have a good collection of exothermic molds and also engage in copper welding. We've got a certification from UL for UL-96A installation, probably the only one in Bolivia.
Power Quality
We also engage in power quality issues here in Cochabamba. Like many countries in development, power quality can be an issue at times We have instrumentation to measure the usual "culprits" in power quality: voltage variations, harmonics, transients and the like. We represent firms that have different apparatus to solve the PQ problems. Cochabamba is unique in that it has a "floating delta" power distribution scheme covering most of the city. This brings its own unique problems and is a challenge for grounding.
Engineering staff
The staff includes persons in addition to Mr. Bootman. Included are employees under contract to Eclectic Consulting with engineering backgrounds and other associates that we can call upon for larger projects.
Computer Assembly & Management
A key associate working in conjunction with Eclectic Consulting has been active in assembly, repair and sales for years here in Bolivia. The local market is cost sensitive yet demanding of the latest technology.
Technical Writing
Over 25 years of documentation of systems level design; domestic (USA) and international editor of transmission standards. A key associate of Eclectic Consulting graduated with honors in the USA in writing / literature.
Strategic Planning
Included is long-range planning of switching and transmission systems and associated infrastructure. Projecting future products based on emerging technology.
